· Doctoral Graduates: Up to RMB 610,000 including a monthly allowance of RMB 4,000 for 5 years plus a one-time housing purchase subsidy of RMB 300,000.
· Master’s Graduates: Up to RMB 310,000 including a monthly allowance of RMB 2,000 for 5 years plus a one-time housing purchase subsidy of RMB 120,000.
· Bachelor’s Graduates: Up to RMB 210,000 including a monthly allowance of RMB 1,000 for 5 years plus a one-time housing purchase subsidy of RMB 80,000.
· New doctoral graduates working full-time in enterprises, institutions, individual businesses, or new agricultural business entities in our city receive a monthly living allowance of RMB 4,000 for 5 years, plus a one-time housing purchase subsidy of RMB 300,000. For master’s graduates within five years of graduation, a monthly allowance of RMB 2,000 for 5 years plus a one-time housing purchase subsidy of RMB 120,000 is provided. Additionally, purchasing newly built commercial properties in designated areas qualifies for an extra RMB 10,000 subsidy.
· Newly introduced bachelor’s graduates within five years of graduation working full-time in enterprises, individual businesses, or new agricultural business entities receive a monthly allowance of RMB 1,000 for 5 years, plus a one-time housing purchase subsidy of RMB 80,000. Graduates from “Strong” industries with B+ disciplines receive an additional monthly allowance of RMB 1,000.
· Affordable ownership and rental talent apartments are being developed at 25% below market price for newly introduced undergraduate and higher-level talents in enterprises and institutions. Annual construction targets 10,000 units of talent apartments. High-level talents enjoy twice the upper limit of housing fund loan amount when purchasing their first home in the city.
· "Zibo University Student Card" e-passes are issued to university students nationwide, providing free access to some tourist attractions and public transportation. Non-local university students can enjoy discounted stays at youth hostels up to four times a year, each stay lasting up to five days. Participants in internship programs receive a daily living allowance of RMB 50 and a travel subsidy of RMB 500 for non-Zibo residents.
· Families of Zibo-native graduates who return to work full-time or start businesses in Zibo within five years of graduation receive a reward of RMB 10,000.
· Zibo Entrepreneurship Competition selects around 30 college student entrepreneurship enterprises and 10 projects, offering up to RMB 200,000 in funding support. Finalists receive RMB 10,000 in financial support. Three-year rent subsidies for workspace usage in entrepreneurial carriers are provided, along with 30 square meters of office space for teams of five or more members.
· Eligible college students applying for entrepreneurial guarantee loans can receive up to RMB 300,000, fully subsidized for the first application and half-subsidized for subsequent applications. Enterprises founded by college students or skilled professionals can apply for loans up to RMB 3 million, with interest subsidies covering the difference between the loan rate and 1.5 percentage points below the market rate.
